The Ministry of Infrastructure and Transport issued circular no. 23176/8.3 of 20/10/2016 regarding the photograph that must be displayed on driving licenses.
The technological systems of the Civil Motorization will automatically reject photographs of driving licenses for obtaining or renewal, if they do not comply with the following characteristics:
Photo format
The photo must be of the โFront Imageโ type, as defined by the ICAO 9303 and ISO 19794-5 standards.
General characteristics
- If multiple photos are required for the same person, they must be identical.
- The photo must be recent (no more than six months old).
- The photo must be 40-45 mm high by 32-35 mm wide. The size of the passport photo is determined by the size of the card's frame where the photo is displayed for automatic acquisition by the software.
- The photo must not have any writing on it and must not be damaged.

- Printed on high-quality, high-resolution paper; matte paper is recommended. This tip helps ensure the photo is of sufficient quality for automatic processing without any significant acquisition issues.

Framing and position
- The background should be uniform, preferably light gray, cream, or light blue, or white. This optimizes contrast parameters, resulting in better image quality that's easier to process with automatic systems.
- The photo must show only the subject. No other objects or subjects are permitted.

- The photo should show the entire head and tops of the shoulders, so that the height of the head is 60%โ90% of the height of the photo. This creates a well-centered photo that appears neither too close nor too far away.

- The face must not be tilted either laterally or vertically, and artistic positions (i.e., face turned, shoulders raised, and the like) are not permitted. Furthermore, the face must be facing the camera and the gaze must be directed toward the lens. The image is required to be "frontal" because this will be the scan performed by the automatic systems.

- The head should be centered vertically.

- The expression must be neutral, and the subject must have his mouth closed and his eyes clearly visible and open.
Focus, colors, brightness and contrast
- There must be no shadows on the face or background. Any shadows could affect the comparison with the image that will be automatically scanned during recognition.

- The photo must be in focus and clearly distinguishable.

- There should be no overexposure or underexposure. This ensures that the photo quality can be processed using automatic software without any significant acquisition issues.

- The depth of field must be sufficient to clearly show both the front of the face (from the crown of the head to the chin) and both sides of the face (from ear to ear). In fact, both the forehead and the chin, like both ears, are important references used for automatic recognition.
- Eyes must be clearly visible. Photos with red eyes are not permitted. Eyes are also important facial features during automatic recognition.

- The photo must have appropriate contrast and brightness so that facial features are clearly defined. This allows for optimal resolution of the features and facial parts used as reference during automatic recognition.
- The photo must be in color, and the colors must be natural. Photos with colors other than actual ones are not permitted. Otherwise, the automatic recognition system's response may be affected.

- The background must be evenly lit.
Ornaments, glasses and covers
- Head coverings are not permitted unless there are religious reasons. If you are required to wear a head covering for religious reasons, you must still clearly show your face.

- Any headgear or veil may cover the subject's face, thus preventing the subject from being recognized.
- The eyes must not be covered by hair.

- Glasses with colored lenses are not permitted. Lenses must be clear so that the eyes are clearly visible. The eyes must always be clearly visible, both for visual recognition and because the eyes are important reference parameters during automatic recognition.

- The frame of the glasses must not cover the eyes.
