New drivers
You're a new driver if you've held an A2, A, B, or B1 license for less than three years . During this period, the Highway Code imposes some restrictions.
🚦 Speed limits
Article 117, paragraph 2 of the Highway Code establishes the limits that a new driver cannot exceed:
- 90 km/h Main extra-urban roads
- 100 km/h Highways
⚡ Power limits
Article 117, paragraph 2-bis, also limits the vehicles that can be driven. Holders of a category B license are prohibited from driving vehicles with the following engines during the first three years following issuance:
- 75 kW/t Specific power referred to tare
- 105 kW Maximum power, for M1 vehicles (including electric or plug-in hybrids)
The exceptions
With an experienced companion, you can exceed the power limits. The Legislative Decree of November 10, 2021, allows a new driver to drive a more powerful vehicle if they are accompanied by a person no older than 65, who holds a valid license for the same category held for at least 10 years, or a license for a higher category, acting as an instructor.
Vehicles for disabled persons. Power restrictions do not apply to vehicles used for the transportation of disabled persons authorized pursuant to Article 188, provided that the disabled person is present in the vehicle.

🍺 Blood Alcohol Limit
For a new driver, the permitted blood alcohol level is ZERO grams/litre.
It is therefore not possible to drive after having consumed alcohol, even in modest quantities.
🎯 Driving license points
For each penalty notified that involves the deduction of points, the newly licensed driver will be deducted double the required number of points, according to Article 126 bis of the Highway Code.
